Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The duality of farm structure in Moldova is manifested by the existence of a relatively small number of large corporate farms at one extreme and a very large number of small and very small family farms at the other. “Medium-sized” family farms, the backbone of any market agriculture, virtually do not exist in Moldova. Moldovan agriculture is characterized by a much greater concentration of land in large farms than agriculture in market economies. The small individual farms on the whole are more productive and more efficient than the large corporate farms. They produce higher incomes for rural families than corporate farms. The given Discussion Paper represents the results of a questionnaire, conducted in 2003, on basic economic questions in 104 Moldavian farm enterprises. The received results continue the cycle of research activities concerning the privatization and restructuring of farm enterprises in different countries of Central and Eastern Europe, are written on a similar structure, allowing to carry out a comparative analysis between the countries of the region. Agrarian reform in Moldova, as in all former Soviet republics, involved the transfer of land and assets of collective farms in private possession, and also restructuring of the last. It was supposed that the given directions of reforms will provide, in shortest terms, recovery of agriculture and will serve as the catalyst for serious transformations of rural areas. As a matter of fact, they became the catalyst of new problems: As appeared subsequently, the end of land transformations does not mean at all the termination of problems, but only their beginning. Since 1991, Moldova has carried out a wide range of radical reforms affecting its social and economic system. The land reform, which was practically completed in 2000, created over 1 million landowners among the rural population. Many of them entrusted their land to managers of newly created corporate farms. Others used their privately owned land to establish independent family farms. The creation of independent family farms (so-called "peasant farms") was one of the primary goals of the land reform. More than 280,000 peasant farms have been created, averaging 1,86 hectares in size. The Economics of Land Consolidation in Family Farms of Moldova AgEcon

The paper investigates the current situation with fragmentation of family farms in Moldova and its effects on family well-being and farm productivity. A key hypothesis is that consolidation of agricultural land in Moldova has beneficial effects in terms of productivity and is desirable in the long run. We examine the case for market-driven land consolidation using data from several recent surveys in Moldova. We show that, in the individual sector, larger farms consume less of their output and attain higher levels of commercialization. Larger individual farms thus have higher revenues from commercial sales and generate higher family incomes.
